This week’s anticipated storm could bring clues about local water supplies for this winter. The upcoming atmospheric river combined with last month’s storm that brought almost an inch of rain to Pala and many foothill areas will give a boost to rainfall totals early in the season which began October 1. January and February are usually our rainiest months. Last year, San Diego proper had only about half its normal rainfall after going about 20% over normal the year before. This year’s La Niña effect suggests an overall drier than normal winter ahead. But this weekend could put us ahead at least for now. Studies at Scripps Institution of Oceanography show that about a third of an inch of rain over a three-day period is optimal for mitigating wildfire risk. Winter snowpack in the Sierra Nevada is the most important thing for year-long water supplies to Southern California. https://www.kpbs.org/news/environment/2025/11/11/atmospheric-river-headed-to-san-diego-county-and-what-it-means-for-the-water-year

The U.S. House of Representatives votes today on a stopgap funding package to end the government shutdown, restart the disrupted food assistance program, pay hundreds of thousands of federal workers and get air traffic control back to normal. The Senate approved the amended bill Monday on the same 60-40 split as Sunday’s test vote. The final legislation extends funding for most government agencies through January 30. It includes full-year funding for some parts of government. If the House passes the bill, the President is expected to sign it into law. https://www.reuters.com/
Airlines cancelled about 6% of domestic flights at the 40 busiest U.S. airports yesterday – an increase from the average of 4% over the weekend. https://www.cbsnews.com/live-updates/government-shutdown-latest-house-senate-vote/
Toyota announced today that it has begun production at a new $14b battery plant in North Carolina. It’s the first company-owned battery plant for Toyota outside of Japan. The carmaker also said it will invest up to $10b more in the U.S. than previously expected over the next five years. Although Toyota is not a leader in plug-in-electric vehicle sales, it is the largest manufacturer of hybrid vehicles – a segment that is getting renewed attention now that pure-EV sales are falling. https://www.cnbc.com/2025/11/12/toyota-battery-plant-north-carolina.html
President Trump has suggested sending Americans rebate checks from his administration’s tariffs. The promise of $2k checks to all but the rich comes with complications. Trump wants the money to come from the collected tariffs, not the general fund like the pandemic stimulus checks initiated during his first term in office. Treasury Secretary Scott Bessent was more vague, saying a $2k payment could come in lots of forms. Also, the math doesn’t add up. A $2k check to every American who filed a tax return last year would total $326b. Only $220b in tariffs have come due and only $100b has been collected. Even if the cutoff for so-called rich people was $100k annual income, tariff rebate checks would still cost the government $300b. And Trump set tariffs in motion, saying they would go to pay off the nation’s nearly $40 trillion of debt. https://www.cnn.com/2025/11/10/economy/tariff-rebate-check-proposal-what-to-know

A one-time member of Andy Warhol’s The Factory, the daughter of Life and Vogue fashion editor Sally Kirkland, Sr. began acting in 1960s New York avant-garde theater. She’s best known for her Golden Globe winning and Oscar-nominated role in 1987’s “Anna”. Other credits include supporting roles in “The Way We Were”, “The Sting”, “Ed TV” and “Heatwave”. Her most recent film was last year’s comedy, “Sallywood” about a young writer who meets up with Sally and tries to revive the actress’ fading career. Kirkland passed yesterday morning at a Palm Springs hospice. https://www.cbsnews.com/news/sally-kirkland-dies-age-84-anna-the-sting/
Today marks the official death of the penny. After 238 years, the last U.S. penny will be minted this afternoon in Philadelphia. The last U.S. coin previously to cease production was the half-penny 168 years ago. Although it will no longer be made, the penny is still legal tender, even if it mainly lives in coin jars, junk drawers and “leave a penny/take a penny” trays. Those of us of a certain age remember using it in gumball machines or for feeding parking meters. The penny is survived by the nickel, dime, quarter and more rarely-seen half dollar and dollar coins. The penny’s removal from circulation is happening faster and causing more problems than anticipated. Countries that have removed low denomination coins recently including Canada, Australia and Switzerland all had plans for what would happen after discontinuation. The U.S. didn’t. Some merchants plan to round prices to the nearest nickel – up or down several cents. But that’s not currently legal in some cities and states. Four states and a number of major cities including New York and Philadelphia require merchants to provide exact change. Currently, some merchants are asking customers to pay with pennies to help keep them supplied with the coin they can no longer reliably get from banks. The whole thing began when President Trump called for the end of the penny shortly after taking office this term because it costs four cents to make one. But the savings could be offset by the need to mint more nickels, which cost even more to make than a penny – pretty close to what they’re actually worth. A July study by the Federal Reserve Bank of Richmond said that rounding to the nearest nickel would cost consumers an extra $6m a year. That’s actually not much, working out to about five cents for each of the estimated 133m American households. https://www.cnn.com/2025/11/12/business/last-penny-minted
