A bill authored by Rep. Darrell Issa, along with companion legislation from Sen. Alex Padilla is now headed to President Biden to be signed into law, placing 172 acres of land in East County into trust for the Jamul Indian Village. The land, which is already owned by the tribe includes homes and council buildings, an ancestral cemetery and the tribe’s only access road. Taking land off the tax rolls and placing it into trust ensures preservation of tribal lands. (Rep. Issa media release)

In spite of some board members’ reservations, the Temecula school board voted unanimously in closed session Tuesday to rescind its policies on parent notification and flag bans. The changes are a result of a ruling from the California Public Employment Relations Board that the policies violate the Educational Employment Act. The PERB says the policies were put into place without negotiating employee responsibilities including employee discipline, making them illegal. The policies put in place last year required schools to tell parents if their child identifies as transgender. Murrieta, Chino and Orange along with Temecula school districts all enacted similar policies within weeks of each other. In July, Gov. Newsom signed AB1955 into law, making the polices illegal. Chino challenged the law the following day. The flag policy banned all flags except the American and California state flags from classrooms. https://www.pressenterprise.com/2024/12/18/temecula-school-board-rescinds-parent-notification-flag-ban-policies/
Governor Newsom has declared a state of emergency in response to the rising number of cases of bird flu. The intent to ensure government agencies have the resources to respond quickly to the outbreak. There have been 61 cases of H5N1 in humans since April, according to the Centers for Disease Control. Thirty-four have been in California, mostly among farm workers exposed to infected cattle. More than 4m chickens and turkeys have died nationwide from the disease since 2022. Health officials recommend people get updated flu and Covid-19 vaccines to minimize the chance of contracting human and bird flu illnesses. https://www.pressenterprise.com/2024/12/18/california-gov-gavin-newsom-declares-state-of-emergency-over-bird-flu-infections-2/
Oceanside city staff are recommending the city council approve an additional $700k to phase two of the now-$3.3m contract for the engineering, plans, specifications and environmental permits for the city’s next beach sand replenishment and retention project. The site approved by the council last month is the beach between Tyson Street Park and Wisconsin Avenue. Construction cost is currently estimated at between $30m and $50m and could begin as soon as 2026 if grants can be obtained. The project includes relocating sand from offshore deposits, building two outcroppings into the ocean to hold the sand in place and constructing an artificial reef in shallow water offshore to calm wave energy. The city has been studying the feasibility of such measures since 2020. https://www.sandiegouniontribune.com/2024/12/18/preliminary-costs-of-oceanside-sand-project-jump-to-3-3-million/

Just a day after members of the Teamsters union authorized a strike, Amazon drivers at seven company locations in four states are on strike. Amazon says it won’t affect your holiday deliveries. The Teamsters represent 7k Amazon workers in this country. That’s only about 1% of Amazon’s US workforce. At issue are wages and benefits. But an added twist to this labor disagreement is that Amazon disputes the whether the drivers are actual employees, despite their wearing Amazon vests, driving Amazon vans, and exclusively delivering Amazon packages. For that reason, Amazon insists that the Teamsters do not represent anyone actually on the retail giant’s payroll. If you want to get technical, the National Labor Relations Board has only certified one of four supposedly unionized Amazon driver groups. That one location, Staten Island, New York is not one of the places on strike. At the seven locations that did go on strike today, the Teamsters claim to represent drivers who work for an Amazon contractor. They say that a rule announced by the NLRB allows such employees to be considered to have joint employers – the delivery contractor and Amazon. The logic being that the contractors wouldn’t exist without Amazon as their client. Two of the Amazon locations that are on strike are in Southern California – Victorville and City of Industry. By striking the week before Christmas, the union hopes to have maximum effect to pressure Amazon to negotiate, or risk losing last minute gift sales. https://www.cnn.com/2024/12/19/business/amazon-teamsters-strike/index.html
LIFESTYLE / GREEN LIVING
In spite of overall declines in dining out, some chain restaurants are reporting significant sales increases. Darden Restaurants, which owns Olive Garden and Longhorn Steakhouse, just reported better-than-expected sales for both chains. Same-store growth at Longhorn was the best of Darden’s portfolio, growing 7 ½% over the past year. Olive Garden, which is Darden’s largest chain had a 2% increase which was also better than expected. Olive Garden started its “Never Ending Pasta Bowl” promotion earlier than usual this year, adding an additional four weeks. It also initiated a partnership with Uber for delivery orders. The Darden divisions that didn’t do as well were the upscale chains, Capital Grille and Ruth’s Chris Steak House. Fine dining there was down 6% as consumers move towards more affordable alternatives, where the competition is heating up. It’s pushed TGI Fridays and Red Lobster into bankruptcy and caused Applebee’s to reevaluate its menu. Chili’s has been the big winner in that segment this year. Shares in its parent company, Brinker International have doubled this year. https://www.cnn.com/2024/12/19/food/olive-garden-darden-earnings/index.html
Meanwhile, some fast food chains are coming under fire for high prices. A study by Preply found that Shake Shack, followed by Five Guys received the most complaints for being overpriced. Shake Shack had raised prices by 3% earlier this year. Chipotle also suffered the wrath of customers put off by higher prices. The study noted that celebrity-owned restaurants regularly receive complaints about being overpriced – most notably, Gordon Ramsay’s. McDonald’s disputes studies showing how their prices have more than doubled in the past year. Its CEO says menu prices have only increased a fraction of that and the price of a Big Mac is only up 21%. https://nypost.com/2024/12/18/lifestyle/this-is-americas-most-expensive-fast-food-chain-rip-off/
