A Riverside jury on Friday convicted two former Sheriff’s deputies of accepting bribes in connection with a towing scam in Temecula.  Former Lt. Sam Flores and former Sgt. Robert Christolon were found guilty of bribery and conspiracy.  Cody Close, owner of TJ’s Towing was convicted of three counts of bribing public officers.  Another defendant, retired Deputy Kevin Carpenter pleaded guilty a year ago to receiving bribes, conspiracy and unlawful use of a government computer network.  Prosecutors say Carpenter aggressively sought out street-parked vehicles for impound with little or no reason and TJ’s Towing received almost all of his calls for service when they should have been rotated through several vendors.  The others benefitted from participating in the scam.  Sentencing has yet to be scheduled. https://www.pressenterprise.com/2024/07/01/3-more-defendants-convicted-of-bribery-in-towing-scam-in-the-temecula-valley/

An old motel and abandoned restaurant on North Coast Highway in Oceanside have been approved for redevelopment as a mixed-use project with 360 apartments and 62 hotel rooms in an 8-story structure.  In its unanimous decision last week, the Oceanside city council praised Modera Neptune for the way the developer worked with residents to address concerns about traffic, a shared border with a mobile home park next door and other issues.  The 1.72-acre property is a high-visibility gateway to the city near the access ramps to I-5 and Highway 76.  Because it’s near public transit and other services it qualifies to be taller and more dense than other new construction in the city.  https://www.sandiegouniontribune.com/2024/06/29/oceanside-approves-8-story-mixed-use-project-for-north-coast-highway/

Just in time for summer, pedal boat rentals are back at Harveston Lake in Temecula, across Margarita Road from Chaparral High School.  Grand re-opening was a week ago.  There had been a brief closure of the lake for upgrades and improvements.  The city is partnering with Pedal Port to manage the rentals. Hours are noon to sunset Monday through Thursday, 10a to sunset the other three days of the week. https://www.pedalport.biz/temecula

The Federal Trade Commission has voted unanimously to block Tempur Sealy’s proposed $4b takeover of Mattress Firm.  The deal would combine the world’s largest mattress supplier and manufacturer with the largest US mattress retailer.  The FTC says the combination would have the ability and incentive to suppress competition and raise prices to consumers.  Documents related to the deal show Tempur Sealy plans to limit rivals’ access to Mattress Firm’s network of stores. https://www.ftc.gov/news-events/news/press-releases/2024/07/ftc-moves-block-tempur-sealys-acquisition-mattress-firm

State Farm is increasing rates for residential insurance in California for the third time in a year, citing wildfire risks and skyrocketing construction costs.  A 20% hike for homeowners and condominium owners was approved by regulators in December.  Now State Farm wants another 30% for homes, 52% more for rentals, and 36% more for condos.  The company says it’s working towards long-term sustainability in California.  The California Department of Insurance has to sign off on the changes.  Insurance Commissioner Ricardo Lara says this latest request raises serious questions about the company’s financial condition. https://www.cnn.com/2024/07/02/business/state-farm-california-rate-hikes/index.html

LIFESTYLE / GREEN LIVING

The Supreme Court on Friday ruled 6-3 to overturn a 1984 precedent known as the “Chevron deference” which required judges to defer ambiguous law interpretations by federal agencies.  It means that courts, not agencies will decide what the law is.  That could make it harder for federal agencies to issue rules and regulations called for by environmental, healthcare and other acts of Congress.  Among them, the Biden administration’s Clean Air Act as it relates to vehicle emissions.  Special interest groups including automakers, oil companies, soybean growers and others have launched numerous legal challenges to the Clean Air Act, arguing that it would force everything from passenger cars to big rigs to go all-electric. Rules requiring reduced emissions from power plants seem to be on more solid footing.  Friday’s minority opinion, written by Justice Elena Kagan noted that unlike federal agencies who answer to the President and therefore ultimately to the people, courts have no such accountability, nor do they have the expertise specific agencies charged with administering policy do.  Now, courts have the power to determine what rules will govern AI, or what the nation’s healthcare, or transportation system, or environment should look like.  All this at a time when the Supreme Court’s decisions have taken on a politically-motivated undertone.  https://www.reuters.com/sustainability/biden-tailpipe-emission-rules-shakier-ground-after-supreme-court-ruling-2024-07-01/ https://www.npr.org/2024/06/28/nx-s1-5022892/we-break-down-the-overturning-of-the-chevron-doctrine?utm_source=flipboard&utm_content=topic/news

Fifty years ago, Fallbrook really was the avocado capital, with it and much of North County providing a significant portion of the so-called “alligator pears” to the rest of the county.  As local land became too valuable for anything but the most intensive agricultural uses, most avocado production migrated to Mexico, where the Haas variety rules.  Meanwhile demand for avocadoes has more than tripled over the past 20 years thanks to its being marketed as a superfood.  But sustainability has reared its ugly head with regard to avocadoes.  They have smaller yields than a lot of other crops and rely heavily on fertilizer and fossil fuels, so they have a higher carbon footprint per kilogram of fruit than other crops.  It’s twice as high as bananas and five times higher than apples, though only slightly worse than tomatoes.  Avocadoes are also very thirsty, requiring about 1k liters of water per kilogram of fruit.  That’s higher than most fruits or vegetables, and it’s made worse by their being grown mostly in water-stressed areas.  Now that they’re being grown for export in Mexico, the business model has switched to large, monoculture plantations to maximize productivity.  That pushes out other native crops and cuts down on biodiversity, making them more vulnerable to pests and disease, causing growers to use more pesticides and synthetic fertilizers.  Large plantations also lead to deforestation.  In Michoacán, Mexico’s main avocado-producing region, more than 60k acres of forest are being cleared every year to increase avocado production.  That forest is home to endangered animals and plants, making avocadoes a further threat to biodiversity.  Though Mexican farmers benefit financially, they’re the ones now dealing with the brunt of environmental consequences.  There are also organized crime and human rights components to big agriculture avocadoes.  As long as supply chains remain intact – and there was a potential kink a couple of weeks ago – US hunger for avocadoes imported from Mexico keeps the environmental and social problems associated with growing them mostly off our radar.  But some towns and villages in Mexico are so sick of the problems, they’ve outlawed avocado cultivation.  Some experts say the best thing for consumers might be to learn to love other varieties besides Haas to reduce the demand for monoculture plantations – or make avocadoes less of a staple and more of a treat. https://www.inverse.com/science/this-harsh-truth-about-avocados-is-being-completely-ignored
