A child was pinned under a truck following a suspected DUI crash in Encinitas last evening.  It happened just before 6p at South Coast Highway and West D Street.  A Silverado pickup driven by 64-year old Edward De La Torre was northbound on South Coast when it rear-ended a Prius and went off the roadway, crashing into a gelato shop.  A boy inside the store was struck and trapped under the truck.  He was transported to Rady Children’s Hospital.  De La Torre was arrested for suspicion of DUI and taken to a hospital with non-life-threatening injuries. https://patch.com/california/encinitas/child-pinned-under-truck-following-suspected-dui-crash-encinitas

The San Diego County Board of Supervisors have narrowed the field of possible appointees to succeed Dan McAllister as county Treasurer-Tax Collector to four.  David Baker and Detra Williams already have major roles in that department.   Lawrence Cohen is chief of staff to Rep. Juan Vargas, and Christian Peacox is Carlsbad city treasurer.  There will be a public forum October 30 to ask questions of the four candidates. A board vote will be taken after one final public meeting November 4.  McAllister retired as Treasurer at the end of July after 23 years.  The appointee will serve the remainder of McAllister’s sixth term through January 4, 2027.  https://thecoastnews.com/four-considered-for-county-treasurer-job-supervisor-may-run-for-seat/

The Oceanside city council last week unanimously approved a revised version of the controversial 401 Mission Avenue project, which replaces downtown’s Regal Theater.  The original plans were submitted two months ago.  Changes included reducing the total number of residential units in the six-story structure to 326, increasing the commercial space to over 26k square feet, and replacing two smaller outdoor plazas with one large public one just about the same size as the current one, also facing Mission Avenue.  The plaza will be set back 60 feet and be 250 feet wide with public art, benches and tables.  According to the developer, no potential theater operators were interested in the location due to lack of parking and major highway access.  The existing Regal is struggling and only being kept open by the developer to avoid being vacant until the new project can begin. https://thecoastnews.com/oceanside-greenlights-401-mission-project-replacing-regal-theater/

Results of an online survey about customer satisfaction with Palomar Medical Center’s emergency room over the past three years shows there may actually be lot of discontent, in spite of recent claims by the hospital that its ER is “setting new standards of success.”  A video making that claim was posted to social media September 17.  The Valley Roadrunner has published allegations that Palomar Health’s PR and marketing firm, InnoVision Marketing Group, who is also responsible for the video attempted to flood the recent survey with overly positive feedback without revealing that about half the total submissions came from InnoVision employees.  The connection between surveys and InnoVision was established by tracing IP addresses of those survey submissions.  Filtering out the biased surveys, positive feedback about Palomar ER was 10%.  Negative was 71%. https://www.valleycenter.com/articles/palomar-emergency-room-survey-results-largely-negative/

The remnants of Hurricane Priscilla could bring rain to Pala beginning this afternoon.  There’s a 30% chance today and tonight – 20% tomorrow.  The total could be between a tenth and a third of an inch.  The first cold nights of Autumn are coming next week.  The full forecast is coming up. SPORTS

In Major League Baseball divisional playoffs – The Toronto Blue Jays have advanced to the American League pennant series with last night’s defeat of the Yankees, 5-2 in New York and taking the series three games to one.  Toronto used eight pitchers to stifle a Yankees lineup that led the Majors in runs scored this season.  Toronto’s offense scored four of its runs off Yankees’ starting pitcher Cam Schlittler, who threw a shutout to win the Wild Card series against Boston.  This will be the Blue Jays’ first time in the league championship series since 2016.  The other American League divisional series is now tied at two games apiece with Detroit clobbering the visiting Mariners 9-3.  The winner of that series will be decided in Game 5 Friday in Seattle on the Fox network.  In National League Games 3 yesterday, Philadelphia thumped the Dodgers 8-2 and take a two-games to one lead.  The game really unraveled when Clayton Kershaw came in as a relief pitcher in the 8th.  He gave up a home run to the first batter and allowed six others to reach base resulting in five Phillies runs that inning.  The Cubs edged Milwaukee 4-3 and now have a two-games to one lead.  Chicago scored all of their runs in the first inning.  Games 4 for those series are tomorrow in LA and Chicago.  Both will air on TBS.

In the NBA – preseason – yesterday’s winners were San Antonio, Houston, Boston, Golden State and Toronto.  Five games tonight including the Clippers hosting the team from China that’s been making the rounds this preseason.

In the WNBA championship series – Las Vegas is poised for a sweep after beating Phoenix on their home court last night 90-88.  They lead three games to none heading into tomorrow’s Game 4 in Phoenix.

In hockey – The Kings beat the Golden Knights in Las Vegas 6-5 in a shootout last night.  Other winners were Toronto, Boston and Calgary.  14 games tonight including the Ducks at Seattle.

In Major League Soccer – LAFC shut out Toronto FC 2-0 last night at BMO Stadium.  They play in Austin Sunday.  The Galaxy host FC Dallas Saturday.

In golf – The Baycurrent Classic teed off in Yokohama, Japan today.  Americans Max Greyserman, Bud Cauley and Brian Campbell were tied for the lead at 4-under par at the end of today’s first round. https://www.espn.com/golf/leaderboard

As of midday trading on Wall Street, stocks were down.  The Dow Jones Industrial Average fell 6 tenths of a percent.  Boeing and 3M led the decline.  The S&P 500 and Nasdaq were each off by a little less than a half percent. Gold gave back a lot of this week’s gains – down about $86 to $3,984.10 an ounce.  West Texas Intermediate Crude oil futures were down $1.10 to $61.45 a barrel.

PepsiCo’s third quarter overall sales and earnings topped expectations thanks mainly to international growth.  Shares rose 2% on the news.  The Frito-Lay and Gatorade divisions are still seeing softer demand.  PepsiCo North America, whose brands include Doritos, Quaker Oats and Pearl Milling reported volume down 4% for the quarter.  PepsiCo is planning to use more olive and avocado oils in its snacks, is investing in so-called “permissible” snacks like pita chips and rice cakes, and unveiled new packaging for Lay’s potato chips that highlights its lack of artificial colors and flavors.  Pepsi also announced that its chief financial officer, Jamie Caulfield is retiring. Delta Airlines says they expect revenue from first class and other higher-priced cabins to exceed that of coach next year.  All airlines are becoming reliant on upmarket seats to remain profitable.  Delta is another company whose Q3 profit exceeded market expectations. Domino’s Pizza yesterday launched its first makeover in 13 years, including a bolder logo, new employee uniforms and pizza boxes, plus redesigned restaurant signage.  It has also begun using a new jingle mimicking its name and performed by country music star Shaboozey.  Marketing experts say the new look probably won’t drive a big sales increase, but it keeps the pizza maker looking and feeling modern while staying true to its identity – unlike Cracker Barrel’s disastrous makeover earlier this year.  It keeps Domino’s one step ahead instead of one step behind.  https://www.cnn.com/2025/10/08/food/dominos-new-logo-uniforms-jingle

 

LIFESTYLE / GREEN LIVING

Gov. Newsom yesterday signed into law a bill to ban ultraprocessed foods from school meals over the next decade.  The first-in-the-nation legislation also seeks to define “ultraprocessed foods of concern” and “restricted school foods”, and requires the state Department of Public Health to adopt rules by mid-2028.  Schools will have to start phasing them out by July 2029.  They’ll be banned by summer of 2035.  Establishing definitions will be tricky.  Some highly-processed foods like tofu, some whole grain breads and infant formula can be can be healthful.  It’s still not clear whether it’s the processing or the combination of nutrients including fat, sugar and salt that lead to poor health.  For that reason, critics say the ban is too broad and could lead to unintended limits on access to nutritious foods.  Schools are concerned about the cost of the phase out since there’s no money attached to the bill. https://www.10news.com/health/california-to-ban-ultraprocessed-foods-in-schools-under-first-in-the-nation-law 

North County Transit District is beginning a pilot program with the state Department of Transportation to test a fleet of zero-emission hydrogen-fueled trains from Swiss manufacturer, Stadler.  Caltrans contracted for the trains in 2023.  The Fast Light Innovative Rail Trains, or FLIRT H2’s are expected to arrive around the end of 2027 and serve the Amtrak Surfliner route during midday slots as the first entirely hydrogen-propelled rail fleet in North America.  The state would like the FLIRT trains to become the high-profile face of the Los Angeles-San Luis Obispo-San Diego Rail Corridor by the time of the 2028 Los Angeles Olympics.  Caltrans will cover operational costs of the pilot program.  Supply and costs of hydrogen produced using clean energy have been rapidly rising recently with no signs of stabilizing, which is the main reason hydrogen-powered cars haven’t taken off.  So, there’s still a lot of work to be done at the state level to support hydrogen-fueled transit.  NCTD officials would also like to see FLIRT trains used on the Sprinter line due to issues with the current fleet.  https://thecoastnews.com/north-county-transit-to-pilot-zero-emission-flirt-trains/

ORDERS

  • Masks are optional for all Pala tribal employees, vendors and other visitors except in designated high-risk departments.  Social distancing of 6 feet, hand sanitizing and other safety measures are still recommended.
  • Californians, are no longer required to wear masks in most indoor public places.  It’s now only a recommendation.  Masks are now optional on public transportation, in airports and in taxis.  They’re still required in most hospitals and doctor’s offices.  Masks and other coverings don’t have to be hospital grade, but N95 is recommended.  Cotton fabric which can easily be washed and reused has proven to be less effective at preventing the spread of coronavirus.
  • County Health advises that anyone who is sick with anything – diagnosed or not, stay home and not return to work until at least 3 days after they are fever-free without the use of fever-reducing medicines and at least 7 days after symptoms began.  They define fever as 100 degrees or more.
  • Pala Administration no longer requires a negative test before returning to work after a Covid quarantine. The rules for Covid are now the same as for colds and flu – no return to work until symptom and fever-free for 48 hours.  But no test is necessary.

 

PANDEMIC SERVICES

  • All enrolled American Indian and Alaskan Natives can request Non-Recurrent, Short-Term Benefits through the Southern California Tribal Chairmen’s Association’s TANF program.  Details at the SCTCA Tribal TANF web page.   https://sctca.net/tribal-tanf/
  • Rite-Aid offers Covid-19 testing by appointment at no cost for anyone 18 or older even if they don’t have symptoms.  Results take three to five days.  Instant test results are available at some locations on certain days.  Regular testing Monday through Friday 10a to 8p and Saturdays and Sundays 10a to 5p at the Rite-Aids on South Mission in Fallbrook, Cole Grade Road in Valley Center and 1201 South Coast Highway in Oceanside.
  • CVS Health has free drive-thru COVID-19 testing at select pharmacy locations nationwide.  You must meet CDC criteria as well as state and age guidelines.  Qualify yourself, find a location, and make the appointment online at www.CVS.com
  • San Diego County has a list of free Covid-19 testing sites that it operates dawn to dusk
  • County Behavioral Health also has resources for Taking Care of Your Family During Disease Outbreaks and Managing Your Mental Health during pandemic
  • CBH’s number for the Access & Crisis Line to help manage stress and anxiety is 888 724 7240.  In San Diego County you can also call 211.
  • Because air quality affects breathing which is a concern with COVID-19, Current local air quality by zip code from the EPA and SoCalAQMD is available at AirNow.

 

BUSINESS & FINANCE

  • Here’s a list of resources for North County businesses from the San Diego North Economic Development Council.
  • SDG&E is offering a bill discount program to help customers impacted by the pandemic.  A pair of plans with applications available online at SDGE.com could lower utility bills by 18 to 30% for those who’ve recently become unemployed or are receiving unemployment benefits.
  • All DMV services are now online with increased grace periods for expiring licenses, IDs and vehicle registrations.  Not all commercial licenses have grace periods or can be completed fully online.

In an emergency, one of Pala Rez RadioTM‘s resources for obtaining information is local amateur radio operators.  Even if you don’t have a Ham license you can monitor their frequencies:  Fallbrook repeater 146.175, Palomar repeater 146.730, RACES repeater 147.195, on any radio that receives the 2 meter band.  There are “smart phone” apps that do this too.
