Nothing makes headlines in Southern California like rain. Here are the local totals for our fourth and final storm from the current atmospheric river crossing over the Pacific and the Western U.S. For most of San Diego County, it wasn’t a lot. Areas north of us got more and there’s a foot or more of snow in the San Bernardino Mountains. None for our local mountains – just rain.

President Trump is drafting an executive order and some in Congress are considering legislation to temporarily block states from regulating artificial intelligence. The administration argues that the limits already placed by some states will hamper innovation and growth for the emerging technology. Critics, including members of both parties, as well as civil rights and consumer protection groups worry that banning stage regulation would be a gift to big tech companies involved in AI, who already enjoy little or no oversight. Four states including California, Colorado, Texas and Utah already have AI laws limiting the collection of certain personal information and requiring more transparency by AI companies. These laws were enacted in response to existing AI that is already making consequential decisions including who gets hired, who gets a loan, and even some forms of medical care. Research has shown that AI can make mistakes in those decisions, including prioritizing by disallowed criteria like race and gender. Unlike fallible human decisions, a machine can’t be held accountable, especially when even its creator can’t explain how it came to its conclusions. Other new state regulations include banning deep fakes for elections and the creation of non-consensual porn. The draft federal laws don’t seek to prevent any of this. They seek to have it controlled at the federal level, because patchwork regulations across the 50 states impedes growth and allows China to catch up in the AI race. The President also says that state regulations are producing “Woke AI”. Sources quoted by AP News say the President will sign his order today. https://apnews.com/article/trump-executive-order-artificial-intelligence-ai-regulation-646de06404ba543dd7244d225fb27250
A U.S. District judge has ordered the Trump administration to end National Guard deployment in Washington DC, but put a 21-day hold on the order to allow for an appeal. The White House stands by its use of National Guard to police the nation’s capital. Trump had previously deployed National Guardsmen in Los Angeles, Chicago and Portland, Oregon. https://apnews.com/article/national-guard-dc-deployment-c1c2b13a7102632632267bf1262506ff
The FAA and Department of Transportation announced that almost 800 air traffic controllers who maintained perfect attendance during the government shutdown will each receive a $10k cash bonus. The union lists a total of about 11k certified air traffic controllers in the U.S. There had been an increase in absences during the shutdown, causing flights to be cancelled and delaying air travel for everyone over the past several weeks. https://www.cnbc.com/2025/11/21/air-traffic-controllers-government-shutdown-bonus.html

LIFESTYLE / GREEN LIVING
New this weekend at the movies, “Wicked: For Good” continues the modern musical spin on L. Frank Baum’s classic Land of Oz series. Once again starring Ariana Grande and Cynthia Erivo, Wicked opens on over 4k screens. Also new this week, “Rental Family” is a comedy-drama starring Brendan Fraser. The holiday movie season really gets rolling next week with the release of “Zootopia 2” and the latest Knives Out mystery. https://www.movieinsider.com/movies/november/2025?view=list
The historic Plaza Theater in Palm Springs is about to reopen after a $34m restoration. The 1936 theater, which was the longtime home of the Fabulous Palm Springs Follies closed in 2014. After more than a decade of planning and work, the soft opening is this weekend with fully restored interior façade and new wider, more comfortable seating, which has slightly lowered the theater’s seating capacity. The theater will also benefit from new technology in film projection and an illuminated display at the rear of the stage for live events. https://www.desertsun.com/picture-gallery/news/local/palm-springs/2025/11/19/palm-springs-plaza-theatre-to-reopen-after-34-million-renovation/87361372007/
McDonald’s is rolling out a holiday Grinch Meal beginning December 2 and for a limited time while supplies last. Dr. Seuss’ ultimate holiday downer is the hijack host of the package deal which comes with a Big Mac or 10-piece Chicken McNuggets, fries and a medium drink. The additional unique elements are a packet of dill pickle “Grinch salt” and a pair of Grinch-themed socks in one of four colors which can be used as Christmas stockings “just like Mt. Crumpit’s finest”. For those who’ve managed to have absolutely no knowledge of the cartoon character or the town of Whoville, it was all created by Dr. Seuss in his 1957 book “How the Grinch Stole Christmas”, which has since been adapted into multiple movie and TV features. https://abcnews.go.com/GMA/Food/mcdonalds-announces-new-grinch-themed-meal-twist-details/story?id=127717484
Rep. Eric Swalwell announced his candidacy for California governor last night on ABC’s “Jimmy Kimmel Live”. He joins a list of at least six other announced Democratic candidates to replace Gavin Newsom. https://www.pressenterprise.com/
Yesterday’s announcement by the Interior Department that it will reopen U.S. coastal waters to oil drilling leases calls for a potential of 34 new drilling site leases between 2026 and 2031. 21 would be off the coast of Alaska, seven in the “Gulf of America”, and six along the Pacific Coast. The administration says it’s to boost this country’s energy independence. California legislators and environmentalists everywhere are against it. A 60-day public comment period on the proposal begins when it’s published in the Federal Register on Monday. https://thecoastnews.com/us-proposes-offshore-drilling-ca-officials-environmentalists-balk/

ORDERS
- Masks are optional for all Pala tribal employees, vendors and other visitors except in designated high-risk departments. Social distancing of 6 feet, hand sanitizing and other safety measures are still recommended.
- Californians, are no longer required to wear masks in most indoor public places. It’s now only a recommendation. Masks are now optional on public transportation, in airports and in taxis. They’re still required in most hospitals and doctor’s offices. Masks and other coverings don’t have to be hospital grade, but N95 is recommended. Cotton fabric which can easily be washed and reused has proven to be less effective at preventing the spread of coronavirus.
- County Health advises that anyone who is sick with anything – diagnosed or not, stay home and not return to work until at least 3 days after they are fever-free without the use of fever-reducing medicines and at least 7 days after symptoms began. They define fever as 100 degrees or more.
- Pala Administration no longer requires a negative test before returning to work after a Covid quarantine. The rules for Covid are now the same as for colds and flu – no return to work until symptom and fever-free for 48 hours. But no test is necessary.
