The San Diego County Board of Supervisors yesterday adopted a balanced $9.16b budget for the upcoming fiscal year. Effective July 1, it increases spending by 6.1% over the current year. North County Supervisor Jim Desmond voted for it while objecting to its dipping further into emergency reserves to achieve balance. Other balancing measures included reducing costs, implementing new efficiencies, shrinking facilities and shifting staff to priority services. A security guard was arrested Wednesday for the use of a stun gun, causing injury during an altercation outside a Carlsbad business. Officers arrived at the 3000 block of Carlsbad Boulevard just before 8:30p. The victim was hospitalized. 42-year old security guard David Marquez from San Marcos was arrested on suspicion of assault with a deadly weapon. Several pieces of legislation proposed by State Assemblymember James Ramos are advancing to the Senate Appropriations Committee. They include AB 1592 which would help build a state park cultural center in West Sacramento at the confluence of the Sacramento and American Rivers. Numerous tribes support the bill, which is sponsored by Jamul Indian Village. AB 1841 would designate California Native American Day as a paid holiday for all state employees. This builds on the previous AB 855 which made it a paid holiday for the courts. AB 1899 ensures victims receive timely and continuing notice about their offender’s eventual release for their protection while they pursue longer-term safety measures. AB 2115 is a formal apology by the state to California Native Americans for historical policies of violence, displacement and cultural suppression. AB 2187 adds all of California’s federally recognized tribes and their enterprises to the list of entities exempt from the state’s bidding requirements for procurement and contracting. (Asm. Cal Fire has issued a reminder that the state and its law enforcement agencies have a zero-tolerance policy for illegal fireworks, including the sale, purchase, possession, transportation, or use of any device that does not carry the State Fire Marshal-approved “Safe and Sane” seal. Illegal items include metal core sparklers, skyrockets, bottle rockets, roman candles, aerial shells, firecrackers, and any device that explodes, launches into the air, or moves on the ground in an uncontrolled manner. In Major League Baseball – The Padres, Dodgers, and Angels all had yesterday off. Arizona’s game at St. Louis was postponed due to weather. Today, the D-backs start a series at Tampa Bay. Outfielder Max Kepler will be back with the team after serving an 80-game suspension for use of PEDs. The last-place Mets have fired manager Carlos Mendoza and replaced him with Andy Green. At 34 and 47, the Mets were 15 games behind the division-leading Braves and 9 ½ games out of a wild card berth. They opened the season with the highest payroll in baseball and a lot of luxury tax. In the minors – The Lake Elsinore Storm lost 8-7 to Fresno last night at Diamond Stadium. Game 4 of 6 is tonight.
The NCAA has announced a new rule for all college sports limiting eligibility to five years with exceptions only under special circumstances, like pregnancy or military service beginning in the 2027-28 academic year. A student-athlete’s clock will start when they begin college or the academic year after they turn 19, whichever comes first. A lawsuit has already been filed on behalf of athletes who enrolled in 2022 who aren’t eligible for a fifth year. They say its unfair because they had to compete against much older players during their careers and are now disqualified from earning as much name, image and likeness money as other players. Some college-athletes make seven figures from NIL deals. A hearing is scheduled for Wednesday to request a preliminary injunction. www.morningbrew.com
In World Cup Soccer – The U.S. lost to Turkey 3-2 on a last-second goal by their opponent at SoFi Stadium lat night. But the U.S. team is still outperforming expectations. They won the first two matches of the group stage – something they haven’t done since the very first World Cup in 1930, clinching the top spot as they move on to the round of 32, also known as the knockout round. The U.S. will next face Bosnia and Herzegovina July 1 in Santa Cruz. Also moving on to the knockout round were Ecuador, who beat Germany 2-1 and Ivory Coast over Curacao 2-0 with Ivory Coast advancing to the Round of 32 for the first time. Japan and Sweden played to a 1-1 tie. Japan will play Brazil in the Round of 32 on Monday. Brazil advances to the knockout stage as a third-place team. www.NYTimes.com

As of midday trading on Wall Street, stocks were down slightly. The Dow and Nasdaq were each down a small fraction. The Nasdaq fell two tenths of a percent. Gold gained $41.20 on the Comex, trading at $4,088.80. The benchmark West Texas Intermediate Crude oil futures were down $2.65 to $69.27 a barrel. That’s the first time they’ve been below $70 since the start of the Iran war. Some tanker ships getting through the Straight of Hormuz has eased fears of supply shortages. But with the White House claiming cease-fire violations by Iran, the Strait may again close. www.cnn.com
Volkswagen is planning on cutting as many as 100k jobs over the next few years. That’s 15% of its workforce, which is twice as many as previously announced. It’s part of a planned closure of four factories in Germany. - 1961, Gary U.S. Bonds began the first of two weeks at #1 with “Quarter to Three” – a song that was often covered by Bruce Springsteen, who is a big fan. It was Springsteen who produced the 1981 comeback album for Bonds.
- In 1965 the Byrds were at #1 with their version of Bob Dylan’s “Mr. Tambourine Man”. Roger McGuinn was the only group member playing an instrument in the recording, which was otherwise all session musicians from the LA Wrecking Crew.
- In 1966, The Rolling Stones played two shows – a matinee in Washington DC and an evening show in Baltimore. The McCoys with a teenage Rick Derringer and The Standells were the supporting acts.
- In 1973, the Stones’ Keith Richards and girlfriend Anita Pallenberg were arrested at their home in Chelsea on drugs and gun charges.

- In 2008, Total Guitar magazine voted Celine Dion’s rendition of AC/DC’s “You Shook Me All Night Long” as the world’s worst cover version ever. On the best side, #1 was Jimi Hendrix version of Bob Dylan’s “All Along the Watchtower”, followed by The Beatles’ “Twist and Shout” first recorded by the Top Notes and made popular by the Isleys. Third place went to Guns N’ Roses version of Wings’ “Live and Let Die”.
